Rakuten is all about its CEO and the management's individual KPI. They claim to be bottom up but it's so obvious that everything must pass top management and for that reason, a project or task that can easily be done in a week will only happen after a year.

Worked for 7 years across 4 countries. Overall it was a great experience for career development. It is a huge plus if you know Japanese as you will able to understand the senior management's motives more.
